Comment: I was just curious about this as well. Several calls from this number, never a person on line. I called back today and auto answer machine said it was an unused (not in use) number. So is some company floating on auto pilot or someone stealing phone use?

I work in law enforcement. I can tell you how to stop these calls cold.
Report fraud, harassment, annoying calls, and other unwelcome intrusions by telemarketers, scam artists, and other disruptors of you'r well earned rest and relaxation, to you'r local police.
Be sure and give them any information which supports you'r complaint, such as the Ipsos contact information here in the U.S.A., the number you were called from,(this can be hoaxed, but the police have ways of uncovering the REAL information;hoaxing info or numbers are sure signs of fraud), the country you were called from, the time of day (or night) of the calls, any "dead air" calls where the other party does not speak, any misleading statements, misrepresentations of goods, services, or calls claiming to represent any charity.
The officer taking you'r call should make an incident report and see that it is directed to the proper division for further action.
If you suspect international wire fraud you should contact the F.B.I., you'll be surprised how nice you'r friendly federal Agents are and how interested they are in following up on any information you give.
Wire fraud is a felony, international wire fraud will bring the attention of law enforcement of at least two countries into the matter.
Sometimes you even have agencies such as Interpol, and other international police agencies becoming involved.
You should also report the unwelcome calls to the customer service representative of you'r own phone company.
They will usually initiate contact with the offending party's telephone service provider, who will then monitor traffic from lines being misused, once a pattern is established they will then provide information to police agencies, who will then charge the individual or company responsible for the lease of telephone service to the address with whatever charges apply, if the offense is of great enough magnitude, the "bunko squad" may raid the boiler room and arrest the actual callers, they usually disconnect the "robo-caller" system and hold it as evidence.
The telephone company that supplied service will disconnect telephone service at the address the offending calls are coming from, they will work with police to gather evidence, but once alerted by an individual that they are getting these types of calls
the telephone company will often act within hours due to their own liability should you decide to sue (the telephone company) for damages(my rest is worth a lot, as is my peace of mind, I pay for my phone for MY use, not theirs), as well as punitive damages(judges love making an example of non-responsive public utilities and their co-defendants).
Next time you get a call like this take action, one or two calls and you've not only stopped the offending calls, you've introduced them to the concept of terms of service, as well as strict(employer and employee) liability.
If you have been getting spammed and chose the click to opt out selection, this usually stops the spam but many people report this type of call begins shortly after opting out of a spam list they never opted in to.
Print out the header info and the opt out pages of any spammers you decide to attempt to get to quit filling you'r email up with junk.
You never know what might become evidence that can cost the criminals a lot, as well as getting you a nice settlement check.

Comment: Yup - this area code includes the Ottawa area of Ontario - they keep phoning me in the evenings and on the weekends, and frankly it's really starting to piss me off (i.e. I work hard all day, and I'm simply not interested in their B.S. when I come home and want to relax ...) - I also get really pissed off when their phone calls interrupt my Internet access (I'm still on dial-up, since I can't afford high-speed, thus their incoming calls disconnect my modem ... nice ... real nice ... maybe I'll just wander down to their office and see how they like it when they get disconnected ...) - oh, buy - talk about funny!!! - you would NOT believe what word I get to type in to validate this post ... hahahaaa!

Comment: I got a call from this Ottawahull, Ontario number a few days ago. They hung up at first.
Then, a few days later, they called up and called themselves "Global Health" and wanted to ask us a few questions about our yearly income. The woman had an "ethnic" sound but not one that I could recognize. I could barely hear her, and hung up.
Today, the same company called again (same Ottawahull number) and asked me if I wanted to view a tape. I told them I was not interested.
Annoying company.
My mother had the unfortunate job of a telemarketer a few weeks ago (she only worked a few weeks).
She says the best way to stave off telemarketers is to act like you don't speak English. Most "research" companies do not care to invest their employees time in non-English speakers.
Unfortunately way too many telemarketers are using this "research" and "charity" loopholes. A company only needs to donate 4% to be considered a charity and exempt from the Do Not Call List.
Also, a heads-up to job-seekers: an "appointment setter" is a telemarketer. My mother was not told that until she was hired.
